On Thursday, July 26, 2012, U.S. Cardinal Priest James Francis Stafford [dob: July 26, 1932] turned 80 and thus ceased to an elector. He was the Archbishop of Denver from May 1986 to August 1996. He was appointed President of the Pontifical Council for the Laity. Created a Cardinal Deacon in February 1998. Appointed Major Penitentiary in October 2003. Opted to be a Cardinal Priest in March 2008. Retired in June 2009, just ahead of his 75th birthday — the nominal retirement age being 75.

Cardinal Stafford is the 7th cardinal to turn 80 in 2012, Cardinal Schwery on June 14 having been the last.

This is the 21st change to the College so far this year. We have once again slowed down compared to last year, albeit just by one, changes this year now taking place every 10.2 days compared to 10.0 for last year.

The College continues at 208 (still a record), with the electors FINALLY at 120 — the specified limit.

The Next Pope 2011 book by Anura GurugeAs of July 26, there are 120 cardinal electors with 88 no longer able to participate in a conclave.
[The electors represent 58% of cardinals.]
