On Friday, February 8, 2013,  94-Year Old Italian Cardinal Priest Giovanni Cheli [dob: Oct. 4, 1918], President Emeritus, Pontifical Council for the Pastoral Care of Migrants and Itinerants, died in Rome.

He had been a mainstay in Rome and a seasoned diplomat since the late 1940s. He was the Domestic Prelate to Paul VI (#263) in 1965. He was the first named Holy See permanent observer to the U.N., in July 1973. He became a titular archbishop in 1978. He was President of the Pontifical Council for M & I from 1989 until June 1998, when he retired aged 79 (with the nominal retirement age 75).

This is the 4th change to the College in 2013, and the second death. It was March 9 before we saw two deaths in 2012.

On Saturday, January 26, 2013,  Mexican Cardinal Deacon Javier Lozano Barragán turned 80 and thus ceased to be a cardinal elector.

He was the President of the Pontifical Council for the Pastoral of the Health Care Workers from October 1996 to April 2009 (getting reappointed after the 2005 sede vacante), retiring at 76 one year past the nominal 75-year limit. He was created a cardinal deacon in October 2003.

This is the 3rd change to the College in 2013, and the first aging out. There has now been one of each: aging out, retirement and death. 2013 changes are at the same pace as last year, for now.

During the night of Wednesday, January 23, 2013,  83-year old, Ex-Archbishop of Warsaw and former Primate of Poland, Józef Glemp dob: Dec. 18, 1929] died of lung cancer at a hospital in Warsaw.

He was created a cardinal priest in February 1983 and appointed Archbishop of Warsaw and Primate of Poland on March 25, 1992. He retired from the archbishopric in December 2006 days prior to his 77th birthday. He was Primate until he turned 80 in 2009.

This is the 2nd change to the College in 2013, and the first death. The first death in 2012 was on February 1. By this time last year, there had been three changes.

On Wednesday, December 19, 2012, Pope Benedict XVI (#266) accepted the resignation [i.e., permitted retirement] of Iraqi Cardinal Patriarch, Emmanuel III Delly [dob: Sept. 27, 1927] as the head of the Chaldean Church. Western archbishops, per Canon Law 401 of the 1983 Code, need to submit their resignation when they turn 75. The criteria are different for Oriental Rites patriarchs such as Sfeir. There is a separate set of Canons for the Eastern Churches — the 1990 Code of Canons of the Eastern Churches (CCEO). Canon 126 of CCEO, viz. ‘ Canon 126 – §1. The patriarchal see becomes vacant at the death or resignation of the patriarch. §2. The synod of bishops of the patriarchal Church is competent to accept the resignation of the patriarch, having consulted with the Roman Pontiff, unless the patriarch approaches the Roman Pontiff directly.’ covers this aspect. Note, that in major contrast to the Western Code there is no age limit specified for the Oriental Patriarchs. In February 26, 2011, Cardinal Patriarch Nasrallah Pierre Sfeir, then 90, retired as the Patriarch of Antiochia of the Maronites. This is the first Oriental Patriarch to retire as of then.

Delly was ordained in 1952, and became a titular bishop in 1962. We was elected patriarch of Babylon of the Chaldeans on December 3, 2003. It was then that he assumed the name ‘Emmanuel III‘. He was created a Cardinal Patriarch in November 2007, a few weeks after his 80th birthday. So he has never been an elector.

Today’s retirement comes 11 days after the last change to the College, the aging out of Brazilian Eusébio Oscar Scheid, S.C.I. It is the 32nd change to the College this year. At this time last year there had been 35 changes. This retirement does not change the size of the College or the number of electors.

On Saturday, December 8, 2012, 14 days after the last cardinal creating consistory which topped up the electors to the max. of 120, Brazilian Cardinal Priest, Eusébio Oscar Scheid, S.C.I., turned 80 and thus ceased to be an elector. So the electors are again below 120; probably the fastest this has happened after a cardinal creating consistory. [I need to check.]

He is the 13th cardinal to age out this year. We only had a total of 10 age outs last year.

Today’s aging out was the first change to the College since the cardinal creating consistory of November 24, 2012.

This is the 31st change to the College this year. However, we are two changes down from this time last year. In 2012 the changes came in at an average of 11.3 days between changes. In 2011 this average was ’10’; i.e., 1.3 days faster.

Scheid became the Archbishop of Florianópolis, Brazil, in January 1991. He was transferred to the prestigious see of São Sebastião do Rio de Janeiro, in July 2001. He was created a cardinal priest in October 2003. He retired as Archbishop on February 27, 2009, aged 76 — the nominal retirement age being 75.

On Saturday, November 24, 2012, the day before the Feast of Christ the King, Pope Benedict XVI (#266), in his 5th cardinal creating consistory (the second on November 24), created 6 new cardinals; all under the age of 80.

The 6 new cardinals were: James Michael Harvey (U.S.A), Béchara Boutros Raï, O.M.M. (Lebanon), Baselios Cleemis Thottunkal (India), John Olorunfemi Onaiyekan (Nigeria), Rubén Salazar Gómez (Colombia) & Luis Antonio Gokim Tagle (Philippines).

Two assumptions until mid-Saturday:
1/ Assumed that James Harvey will be created a Cardinal Deacon.
2/ No other changes to the existing College prior to or during consistory.

The electors will be at their full legal complement of 120 for 14 days when the next cardinal will turn 80 reducing the number down to 119.

The 211 size of the College, though large, is not a record. Following the prior cardinal creating consistory in February 2012 the College was up to 213, the all time high water mark.

On Friday, November 23, 2012, the Friday before the Feast of Christ the King (once again to be commemorated this year with a cardinal creating consistory on its eve), Italian Cardinal Deacon, Renato Raffaele Martino turned 80 and thus ceased to be an elector.

He is the 12th cardinal to age out this year, his aging out providing the 6th vacancy for the forthcoming November 24, 2012 cardinal creating consistory. Only 10 cardinals aged out last year. But, we had more retirements last year. Consequently, the average age at which changes to the College have occurred this year, i.e., 80.9 years, is a full year higher than it was for 2011.

Today’s aging out was the first change to the College in 22 days. The last change was on Nov. 1, 2012 when Cardinal Bishop Arinze turned 80. At this time last year we had had two more change than this year. This years ‘days between changes’ has gone up to 11.5 days, cf. 10 for 2011.

This is the 5th cardinal deacon related change this year, the last on Sept. 21 when Cardinal Baldelli died, aged 77.

Martino was a career curialist, having entered the Holy See diplomatic service in 1962, when only 29 years old. He became a titular archbishop in September 1980, aged 47. He was the Permanent Observer of the Holy See to the U.N. He became the President of the Pontifical Council for Justice and Peace (Justitia et Pax) in October 2002; a month ahead of his 70th birthday. He held that post until October 2009, then close to 77 retiring per the nominal ’75 year’ age limit for curial cardinals.

The College continues at 205 (still ahead of the 203 mark set at the November 2010 consistory), with the electors at 114 — giving us 6 elector vacancies for a fleeting ‘1 day’ grace period prior to the November 24, 2012 cardinal creating consistory.
